- ★ ★ ★ ☆ ☆This facility started out a 5-star place in 2006. It went downhill fast in 2009. State law regarding spay/neuter was ignored from mid-2009 to January 2014 and records were non-existent or in shambles. Giving 3 stars because supposedly things have changed and spay/neuter law is being followed. More changes needed, especially at the top.By Cathy Jones, May 23, 2017
